The Citizenship and Character Education (CCE) Department champions our School Vision: Learners of Character, Leaders in Action. We foster holistic development in our students by nurturing values and developing social-emotional competencies, so that they grow up to be morally upright, confident persons and concerned citizens who contribute meaningfully to the society.

A range of pedagogical approaches can be applied in the teaching and learning of CCE. These approaches are grounded in developmental psychology and theories of how children acquire values and social-emotional competencies. In practice, they are interwoven through various teaching strategies, depending on the desired learning outcomes.

Learning Highlights
At Nanyang Primary School, the learning of Citizenship and Character Education (CCE) comes alive through meaningful experiences that extend beyond the classroom. In addition to the weekly Form Teacher Guidance Period (FTGP) lesson where teachers nurture students’ moral reasoning and social-emotional competencies, guiding them to become thoughtful, compassionate, and responsible individuals, students are given the opportunities to live out the values they learn through vibrant school experiences — from assembly programmes that spark reflection, to joyful recess activities that commemorate key National Education events like National Day and Racial Harmony Day. Values-in-Action (VIA) and Positive Education (PosEd) learning moments further reinforce the importance of empathy, gratitude, and service to the community. Whether in class discussions, shared celebrations, or simple acts of care, CCE in Nanyang is a dynamic journey of heart, hands and mind — one that inspires students to not only understand what it means to be a good citizen, but to embody those values every day, in every action.

使命
我校通过社区服务灌输学生良好价值观并提高学生的社交技能，培养学生成为一个为国家做出积极贡献并关心国家的好公民。学校推行有持续性的“德育在于行动”项目，引导学生从自我、家庭、学校、社会乃至世界的层面作出有意义的贡献，以培养学生成为负责任的好公民。

FORM TEACHER GUIDANCE PERIOD (FTGP)
The weekly FTGP is a dedicated period within school hours where teachers focus on building positive relationships with their students while also developing their social and emotional competencies.

VALUE IN ACTION (VIA)
Mission
We inculcate values and build competencies in our students to be active contributors and concerned citizens by providing service learning experiences that foster student ownership over how they contribute to the community. NYPS aims to provide progressive and differentiated VIA programmes to support every student’s development into a socially responsible citizen who contributes meaningfully to self-growth, family, school, community, nation and the world.

The VIA service learning is one of the many CCE department approaches that inculcates an “Outward Mindset” and SEL competencies among the students, in alignment with the school motto and values. The VIA programme also forms part of the Life Skill programme and Well-being programme that aim to look into enhancing student well-being in NYPS.
Students are encouraged to put values into practice within the context of real-life situations in the family, school, community, nation and the world as shown below:

MOE SEXUALITY EDUCATION IN SCHOOLS

1. Sexuality Education (SEd) in schools aims to enable students to understand the physiological, social and emotional changes they experience as they mature, develop healthy and rewarding relationships with others, including those with members of the opposite sex, and make wise, informed and responsible decisions on sexuality matters. SEd is premised on the importance of the family as the basic unit of society. This means encouraging healthy, heterosexual marriages and stable nuclear family units with extended family support. The teaching and learning of SEd is based on respect for the values and beliefs of the different ethnic and religious communities in Singapore on sexuality issues.

2. The Goals of Sexuality Education are:
   (a) Support students in managing their physiological, social and emotional changes as they grow up and develop safe and healthy relationships.
   (b) Guide students to make wise, informed and responsible decisions on sexuality matters.
   (c) Help students develop a moral compass and respect for themselves and others by having positive mainstream values and attitudes about sexuality that are premised on the family as the basic unit of society.

3. The Key Messages of Sexuality Education are:
   (a) Love and respect yourself as you love and respect others;
   (b) Build positive relationships based on love and respect (which are the foundation for strong families);
   (c) Make responsible decisions for yourself, your family and society; and
   (d) Abstinence before marriage is the best protection against STIs/HIV and unintended pregnancies. Casual sex can harm and hurt you and your loved ones.

5. Overview of NANYANG Primary School’s Sexuality Education Programme for 2026

   • Sexuality Education is delivered in a holistic manner through the school curriculum. The content for Sexuality Education is grouped into five main themes: Human Development, Interpersonal Relationships, Sexual Health, Sexual Behaviour, and, Culture, Society and Law.    • The subjects that incorporate topics on sexuality include:

     • Science

     • Character and Citizenship Education (CCE)

6. Sexuality Education Lessons:

   • The upper primary years mark the onset of puberty. With better nutrition and improved health care, children are reaching puberty at a younger age and have to grapple with physical, emotional and psychological changes in themselves. The implication is that our children are becoming biologically ready for sexual activity sooner without necessarily having the corresponding cognitive or emotional maturity to modulate their behaviours. Furthermore, our young are also exposed to a wide range of influences that could endanger health and undermine the integrity of the family. Our students require close guidance so that they can respond with discernment to the sexual messages in the media and other sources.

   • Sexuality Education (SEd) lessons are taught as part of CCE (FTGP) at Primary 5 and 6. Through these lessons, students will learn healthy ways to manage the physiological, social and emotional changes in their growing years. They learn to build healthy and rewarding relationships with others, including those with members of the opposite sex. Students are also guided to make wise, informed and responsible decisions to keep themselves safe from sexuality-related risks.

   • Parents may opt their children out of Sexuality Education lessons, and/or supplementary Sexuality Education programmes by MOE-approved external providers.

   • Parents who wish to opt their children out of the Sexuality Education lessons need to complete the opt-out form via Parents Gateway by 13/02/2026.

四项纪念性的国民教育活动
全面防卫日
我校每年在2月份纪念全面防卫日，提醒学生必须依靠自己的力量捍卫新加坡。学生也在当天对保卫国家的英雄所作出的贡献进行反思。在感恩活动中，学生会写感谢卡向这些英雄致敬。

国际友谊日
国际友谊日的目的是要让学生了解新加坡与其他国家，尤其是附近国家的关系；同时培养学生国际主义精神，并且学会珍惜多元文化，接受不同的视角和观点。这一天，南小学生也会在感恩卡上写感谢词送给朋友，表示珍惜彼此的友情。

种族和谐日
种族和谐日主要提醒学生维持种族和宗教和谐的重要性，学会珍惜我国多元种族、多元文化的社会结构。

国庆日
国庆日庆祝会让学生对新加坡的建国历程有深一层的了解。新加坡有今天的成就，少不了富有远见、毅力坚定的政府以及团结一致的人民。

国庆预演（五年级）
自1997年开始，为了培养学生的爱国主义精神，小学五年级的学生将有机会观看国庆庆典预演。

跨年级实地学习体验
实地学习体验让学生跨出教室，到真实的环境中学习。

文化浸濡课程
校内所推出的文化浸濡课程的宗旨在于提高学生对社会文化的意识和敏感度。让学生能够接受并与异族朋友交流和建立友谊，让学生明白维持种族和宗教和谐的重要。学校也推出一套教学配套，老师将会在社会科学课上进行教学。

国民教育当代课题
国民教育以提升学生的公民意识为主轴，进一步引导他们探讨国家身份认同和身为新加坡人的责任。教学的目的在于培育学生的公民意识，包括对新加坡的归属感；对我国面对的现实环境和局限有清晰的了解；让学生对国家的未来抱有希望。
社会科学
探究性学习
社会科学课程大纲分为3大板块：认识自我与周遭环境（小一、小二）、认识新加坡的过去与现在（小三、小四）和珍惜我们所处的世界（小五、小六）。
NATIONAL EDUCATION (NE)
Commemorating of 4 NE events

1. Total Defence Day (TDD)
TDD is commemorated in February (Term 1) every year to remind us that we must defend Singapore ourselves. On this day, NYPS students will reflect on the contributions of the various groups of unsung heroes in Singapore. In tandem with the Gratitude Programme, our students write thank you notes on the NYPS Gratitude cards to these heroes. The school will then help our students send these cards to them.

2. International Friendship Day (IFD)
This day is dedicated to the understanding of Singapore’s relations with its neighbouring countries and beyond. It aims to nurture in our students the spirit of friendship and partnership among different countries and people and to appreciate diverse cultures, different perspectives and ideas. On this day, our students will also write thank you notes on the NYPS Gratitude cards to their friends to show appreciation of their friendship.

3. Racial Harmony Day (RHD)
Students are reminded of the importance of maintaining racial and religious harmony in the country on this day. Our students learn the importance of making choices that promote and advocate inter-cultural understanding, which build strong relationships between people of all races, cultures and nationalities, and strengthen our distinctive identity as Singaporeans living in multicultural Singapore.

4. National Day
The National Day celebration provides a good opportunity for our students to reflect on how far Singapore has come since our independence in 1965 and understand that none of this would have been possible without sheer grit and determination, a forward- looking government and unity among Singaporeans.

P5 NE Show
Since 1997, the National Education (NE) Show has been organised to instil a sense of patriotism in students and to bring across the significance of our National Day. Every year, the Primary 5 students will have to privilege to participate in this event which aims to inculcate NE values in our students.

FIELD-BASED LEARNING EXPERIENCES ACROSS LEVELS
Field-based learning experiences (FbL) extend beyond the walls of the classroom as students are exposed to learning in real-world settings.

CULTURAL INFUSION PROGRAMME
Our school-based Cultural Infusion Programme aims to heighten the socio-cultural awareness and sensitivity among our students. We aim to enable our students to be active citizens where they can appreciate, connect and relate to friends of other races and culture. Young as they are, we want to prepare them to embrace diversity while staying socially cohesive. A lesson package for each level was designed and carried out during SS periods.

NE CONTEMPORARY ISSUES
NE is anchored on citizenship dispositions to guide our students in exploring and examining their Singapore identity, and in helping them realise that all Singaporeans have an important role to play for the country to thrive. To nurture the qualities of a sense of belonging, a sense of reality and a sense of hope in our students, NE will be driven by three thrusts in order to provide students with rich, authentic and relevant learning experiences. The three thrusts are

• A shared and lively Singapore narrative will be generated

• Citizenship experiences will be created and enhanced for all students

• A professional community engaged in pedagogical innovation

在南小，每一位学生都有机会通过三种途径发展自己的领导才能。其一，班级领袖；其二，课外活动领袖以及学长；其三，学长执行委员会。

学长团
南洋小学的学长团由四年级至六年级的学生组成。经过筛选后，学长在一年一度的学长任职仪式上正式接手学长的职务。
每年的六月假期，学长团将举办学长营。让学长有机会一起学习和完成任务，联系感情。学长也有机会策划学长营的各项活动。

In NYPS, all our students have opportunities to develop their leadership capacity, readiness and potential through a three-tier approach – tier 1) Classroom Leaders; tier 2) Co-Curricular Activities Leaders & Prefectorial Board; and tier 3) Prefectorial Board Executive Committee.

Prefectorial Board
The Nanyang Prefectorial Board is made up of Primary 4 to Primary 6 Prefects. After a series of selection processes, the Prefects are sworn in during the annual Prefects’ Investiture.

An annual Prefects Camp which witnessed the Prefects bonding, working and learning together took place during the June School Holidays. These student leaders were also given opportunities to initiate programmes and/or projects to improve the well-being of their peers and/or state of their environment.
